i had that mission 3 times now, first and second with 2 other missions in between.
2 missions after the second Special, i got an implant mission ("outbreak"). (it was the second important with that agent of maybe 4 evenings of agent-running)
last mission i did yesterday was a special delivery .... so we will see what will happen today.
it is a crappy -19 level 3 agent, i did not think she would ever drop an implant at all.
so my assumtion is, the "Special Delivery" raises the chance of getting an implant mission at all.

so "The Special Delivery" was nothing special at all, only the bugged brother of the "I-Call-My-Indy-Trashcan" mission?

the outbreak mission used to be an implant mission, but i read in this forum that it was nerfed. and you do not get an implant anymore from it. (i can copy that, i had it 2 times one time with an implant and then without.)
